Clean air 2.0 - Get a grant for boiler replacement and home renovation
The new version of the program is valid from May 15, 2020 and is intended for owners and co-owners of residential buildings or residential premises separated in single-family buildings with a separate land and mortgage register.
Due to the fact that the first version of the Program had many disadvantages, and the processing of applications took a long time, the National Fund for Environmental Protection and Water Management introduced 10 changes, which, inter alia, facilitate grant award procedures.
The most important assumptions:
shortening the processing time of applications from 90 to 30 working days;
simplification of the grant application by removing the need for applicants to provide detailed technical data. An additional simplification is the resignation from collecting certificates and unnecessary documentation regarding the amount of income from applicants. In their place, the beneficiaries will submit declarations, for example on income;
introducing the possibility of submitting an online application, which will be available on the gov.pl website;
inclusion of banks in the Clean Air Program. The role of banks in the program will not only be limited to providing complementary / bridge financing for thermo-modernization investments, but will also consist in providing new channels for the distribution of subsidies under the program, i.e. bank branches;
integration with the "My Electricity" program - modifications introduced to the program provide for the possibility of a household receiving a subsidy in the amount of PLN 5,000. PLN in the case of installation of a photovoltaic installation, so as to eliminate the need for the applicant to submit two applications - one for the "Clean Air" Program, and the other for the "My Electricity" Program;
linking the subsidy level with the ecological effect - a bonus for low-emission and renewable energy;
making it possible to apply for a subsidy for those who have already replaced the heat source - for such persons a subsidy of up to PLN 10,000 is provided, and in the case of people entitled to an increased level of funding - up to PLN 15,000 for the implementation of tasks related to the insulation of the building and the replacement of windows and doors;
possibility of financing commenced (or even completed) projects - after changing the program, it will be possible to start the implementation of the investment 6 months before submitting the application for co-financing.
Who will benefit from the Clean Air program?
The program is intended for natural persons who are owners or co-owners of single-family buildings / apartments.
3 groups of beneficiaries:
The first group are applicants entitled to the basic grant rate, and their income amount will be declared by the applicant's declaration. The maximum annual income in this group of beneficiaries is PLN 100,000.
The second group will include applicants entitled to increased co-financing in the amount of up to 60% of the investment value. Households with a net income per person of up to PLN 1,400 per month (multi-person households) or up to PLN 1,960 per month (single-person households) can count on subsidies of up to PLN 32,000. zloty. However, the amount of the income will have to be confirmed by the municipal or communal social welfare center.
The third group includes applicants entitled to receive social assistance benefits under the Stop Smog program implemented in cooperation with municipalities. These beneficiaries can obtain up to 100% of the financing necessary for the replacement of an outdated boiler / thermo-modernization of a single-family house, up to a limit of PLN 53,000. zloty.
Where and how to apply for the Clean Air program?
Grants are granted through 16 Provincial Funds for Environmental Protection and Water Management (WFOŚiGW), appropriate for the address of the residential building to be thermomodernised.
